The National Urban Livelihood Mission (NULM) renamed as Deen Dayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM). This is the government of India’s scheme to help poor people by providing skill training.

What is DAY-NULM?

• DAY-NULM means Deendayal Antyodaya Yojana National Urban Livelihood Mission.
• The National Urban Livelihood Mission (NULM) was replaced by the existing Golden Jubilee Urban Employment Scheme (SJSY) on 23 September 2013 by the Ministry of Housing and Urban Poverty Alleviation (MHUPA), Govt. of India.
• NULM will spotlight on organizing urban. The poor in their sturdy masses institutions, create skills development opportunities for market-based employment and help them establish self-employment ventures by ensuring easy access to credit.
• The mission aims to provide shelters that are equipped with vital services to the urban homeless in a phased manner.
• The mission will also address the income concerns of urban road vendors.

The scheme started in 2013:

• National Urban Livelihoods Mission (NULM) is currently applicable in 791 cities across the country. It covers all the district headquarters, cities, and towns with a population of more than one lakh.
• NULM is active to increase employment opportunities and income for the urban poor through skill development and training.
• NULM covers the establishment of individual and group micro-enterprise, construction of self-help groups, construction of shelter sites for the homeless and other works.
• States and Union Territories are now empowered to implement NULM in the remaining 3250 statutory urban local bodies. Cities and towns with less than one lakh population will also be included in this.

What is the purpose of DAY-NULM?

The main purpose of the National Urban Livelihoods Mission (NULM) is to reduce the vulnerability and poverty of urban poor families by enabling them to access profitable self-employment and skilled pay employment opportunities.

They can get it through the creation of strong grassroots institutions of the poor, permanently appreciable in their livelihoods Improved.

The mission will be aiming at providing shelter to the homeless with necessary services in a phased manner. Also, the mission will address the livelihood concerns of urban road vendors by facilitating admission to appropriate locations, social security, institutional credit and skills for urban street vendors to access emerging market opportunities.

The government has named the National Urban Living Mission (NULM) to Deen Dayal Antyodaya Yojana-DAY-NULM.

• Now, 4041 statutory urban local areas will come under its purview.
• The reduction of poverty and vulnerability of urban poor families to enable them to use gainful self-employment and skilled wage employment opportunities.
• It can result in a commendable improvement in their livelihoods permanently, through the creation of strong grassroots.
• To provide shelter equipped with essential services to the urban homeless.
• Addressing the livelihood concerns of urban street vendors by facilitating with appropriate space, institutional credit, and social security and skills to access emerging market opportunities.

The scheme has 2 components for urban India and the other for rural India:

The urban component named Deen Dayal Antyodaya Yojana implemented by the Ministry of Housing and Urban Poverty Alleviation.

The rural component named Deen Dayal Upadhyaya Grameen Kaushalya Yojana implemented by the Ministry of Rural Development.

How does DAY-NULM work? 

DAY-NULM is a 3 level action plan. The DDU-GKY National Unit works under the Ministry of Rural Development as a policy formulation, technical support and working agency.

State missions associated with DDU-GKY help in its functioning. The agencies involved in the project help in skilling and placement.

The central government has launched Deen Dayal Upadhyay Grameen Kaushalya Yojana (DDU-GKY) on 25 September 2014 to employ rural youth.

The objective of this scheme of the Center is to provide employment to poor rural youth at a salary equal to or above the minimum wage fixed by the government.

How much does DDU-GKY help?

Financial assistance ranging from Rs 25,696 to Rs 1 lakh per person can be provided in the skill development program under DDU-GKY. It depends on the duration of the project and the type of training scheme (residential or non-residential).

DDU-GKY provides financial assistance for training ranging from 576 hours (3 months) to 2,304 hours (12 months).

Which sectors are involved? 

Under DDU-GKY, skill training is imparting to the youth in the fields of retail business, hospitality, health, construction, auto, leather, electricity, plumbing, gems, and jewelry, etc.

The only condition in this is that efficiency must be demand-based. Also, the condition for training is that at least 75% of the youth should get employment.

• Employment through skill training and placement
• Expenditure of 15,000 per person allows for the training of urban, poor which is Rs 1,000 in North-East and Jammu and Kashmir.
• Also, to train the urban poor to fulfill the huge demand from urban citizens by providing market-oriented skills through urban livelihood centers.
• Social Mobilization and Institution Development – This is done through the formation of Self-Help Groups (SHGs) for training members and hand-holding, initial support of Rs.10,000 given for each group. The Registered Area Level Federation is assisting Rs 50,000.
• Subsidy to the urban poor – 5% to 7% interest subsidy for setting up individual micro-enterprises with loans up to 2 lakhs and for group enterprises with credit limits up to Rs. 10 lakhs.
• Shelter for Urban Homeless – The cost of building shelters for urban homeless provided with full funds under the scheme.
• Development of vendor markets and infrastructure and skill development for vendors through the establishment of special projects and differently-abled etc.

Urban areas under the plan extend coverage to approximately 4041 statutory cities and towns, covering almost the entire urban population.

Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM):

Deen Dayal Antyodaya Yojana (DAY) which aims to uplift the urban poor by increasing sustainable income opportunity through skill improvement. Keeping in mind the idea of Make in India, skilfulness development is important for socio-financial improvement. DAY launched under MHUPA. The Government of India has made a provision of Rs 500 crore for the scheme.

DAY-NULM:

• The scheme is an integration of the National Urban Livelihoods Mission -NULM and the National Rural Livelihoods Mission (NRLM).
• The National Urban Livelihoods Mission (NULM) renamed as Deen Dayal Antyodaya Yojana- (DAY-NULM).
• Urban areas under the plan extend coverage to approximately 4041 statutory cities and towns, covering almost the entire urban population. Currently, all urban poverty alleviation programs cover only 790 cities and towns.
• The reduction of vulnerability and poverty and of urban poor families to enable them to use gainful self-employment and skilled wage employment opportunities. That will give result in a commendable improvement in their livelihoods permanently, through the creation of strong grassroots.
• The mission will aim to provide shelter equipped with essential services to the urban homeless.
